KCUS Staff played a lead role in the preparation of the ITS Strategic Plan and the Regional
Transportation Operations Strategies for the MassDOT/Highways ITS Programs. The ITS Strategic Plan
provides a roadmap to the implementation of ITS devices and strategies over the next 5 years to meet
four important goals:

1) Improved incident management;
2) Improved congestion management/customer service;
3) Improved safety/security management; and
4) Improved management for cost-effective operations.

For each of the four goals, specific objectives were defined. Recommendations to address each of the objectives were determined and categories into short, medium and long term time frames. In order to assess the impacts from the recommendations, performance measures were defined to allow MassDOT to determine how effective the recommendations were in meeting the four goals mentioned above. The ITS Strategic Plan included a Business Plan with cost estimates for each of the recommendations, and an assessment of existing ITS expenditure by MassDOT. Recommendations were made on allocation of funds towards ITS in order to achieve the recommendations included in the strategic plan. In addition to the ITS Strategic Plan, KCUS Staff were also involved in the preparation of the Regional Transportation Operations Strategy document. This document deals primarily with regional transportation systems management and operations issues, and focuses on recommendations for various regional stakeholders (both transportation and public safety agencies) to meet the four goals mentioned above. The recommendations were based upon stakeholder interviews and workshop which defined the common stakeholder needs and helped indentify existing systems and efforts that could form “building blocks” for regional transportation system management and operations strategies.

San Juan Light Rail Feasibility Study
City of San Juan, Puerto Rico

KCUS was part of a team commissioned to perform a feasibility study of a proposed 5-mile Light Rail Technology (LRT) project in the City of San Juan, Puerto Rico. The proposed LRT would provide transit service between the Tren Urbano metro system at Sagrado Corazon and the
historic and commercial districts in Old San Juan as well as the Convention Center.

As a first phase, KCUS was responsible for analyzing the corridor and transportation systems between
Sagrado Corazon andOld San Juan and recommended a preferred alignment option while identifying
the locations of the various intermediary passenger stations. As part of this phase, KCUS conducted an
extensive assessment of the various LRT as well as Bus Rapid Transit (BRT) technology options.
Several alignment options were considered from which two feasible alignments
were selected for detailed conceptual engineering and development of plans and typical sections.
KCUS was also responsible for the conceptual design of the maintenance facility.

For the second phase of this project, KCUS developed the capital cost projections and evaluation,
and prepared an operating plan in terms of speed, frequency of service, operational staff ,and
maintenance procedures. KCUS also prepared an estimate for annual operations
and maintenance costs for the LRT system.

Lastly, KCUS defined a projected time schedule for the installation
of the LRT system and its operation, and took part in industry outreach
conferences in San Juan.

New Bedford ITS Deployment
New Bedford, Massachusetts

The Commonwealth of Massachusetts, through the Executive Office of Transportation (EOT),
has undertaken an Intelligent Transportation Systems (ITS) project for the City of New Bedfor
d to support the City’s goal of becoming the region’s hub for passenger and freight movement.

The New Bedford ITS project presents an opportunity to integrate a variety of
initiatives and information sources on an affordable scale to achieve common
goals across all modes of transportation in the community: highway, arterial,
bridge, freight, passenger terminal, port operations, airport, and transit.
Both the security and efficiency of the transportation networks are of paramount
importance to New Bedford,considering its status as a high-value
working fishery port and tourist destination.

The New Bedford ITS deployment plan is to fulfill the objective to improve transportation
management includingroad traffic, transit and ferry, and freight operations; and to
improve security of the transportation infrastructure including the airport,
port and road network.Improvements in the efficiency and security of the transportation
system will yield the outcome that is ultimately desired – the opportunity for economic development.
The key to achieving these objectives is effective integration of systems, information and operations.

The New Bedford ITS project has been divided into two phases. The goal of the first phase is to develop the
concept of operations and feasibility assessment for the proposed New Bedford ITS system.
The goal of the second phase is to design and deploy the ITS system.
